A Marine Zone was setup in Noosa in 2009 under Maritime Safety Queensland (MSQ) legislation for a PWC Exclusion Zone within the Noosa River. Although this Marine Zone is setup and managed under MSQ, these are done at the request of a local council, in this case Noosa Shire Council (NSC). This Marine Zone can be enforced by any authorised officer either from MSQ or NSC.
Due to this Marine Zone/PWC Exclusion Zone being at Noosa Council’s request, any changes would need to be in consultation with them, and considerable community consultation would have to be undertaken.

Can we legally transit to the mouth of the river?
A residents pass could be an easy solution. The water police can verify. Anyone travelling the excluded zone faster than 6kts would be a non resident or a disrespectful resident and either would be fined.
