The speed limit review process on state-controlled roads, has a strong emphasis on road safety and includes a risk-based approach to the setting of limits. A range of factors are considered including the alignment and geometry, standard of road construction, the land use and extent of adjacent development, the presence of roadside hazards, traffic volumes, survey(s) of actual vehicle speeds, and the crash history.

TMR sets speed limits in accordance with the Manual of Uniform Traffic Control Devices. Speed limits are set following a detailed engineering assessment that considers a range of factors including the function of the road, adjacent development, construction standard of the road, prevailing traffic speeds and crash history.

When a speed limit review is undertaken, recommendations are presented to the Speed Management Committee (SMC) for endorsement. The committee includes local representatives from the Queensland Police Service (QPS) and the relevant Council, as well as TMR.

Speed Limit changes are usually only adopted and enacted following endorsement by the SMC.
